In 1992, the UN General-Secretary established a new Department of Humanitarian Affairs responsible for coordination of humanitarian assistance in armed conflict, mobilisation and coordination of international emergency relief to disaster stricken areas, as well as pre-disaster planning and prevention. The UN General Assembly set out the basic principles for humanitarian assistance using the four instruments for coordination: the Office of the Emergency Relief Coordinator, the General Emergency Revolving Fund, the Inter-Agency Standing Committee and the Consolidated Appeals process.
